NineTwelve is looking for a Contract Analyst to join our team with 6+ years’ experience in government and commercial contracting in support of federal, state, and local contracts. As the Contract Analyst, you will be responsible for managing the entire government contracting process from start to finish. This includes developing and maintaining relationships with government agencies and contractors, drafting, reviewing, and negotiating contracts in accordance with federal regulations, ensuring compliance with all applicable government regulations, managing contract performance, and resolving disputes.
DUTIES AND RESPONSIBILITIES

  • Manage and work complex contracts and tasks independently and in support of Finance, Program Management, and other management personnel
  • Lead and manage all aspects of contracting process including but not limited to proposal preparation, contract negotiation, modifications, subcontracting, and contract closeout
  • Track Statements of Work (SOWs) requirements to ensure compliance and cost efficiency.
  • Develop, prepare, and review pricing proposals.
  • Manage government directed changes and modifications to original contract.
  • Advise management of contractual rights and obligations and provide interpretations of terms and conditions.
  • Draft, issue, and negotiate subcontract agreements and modifications, consulting agreements, teaming agreements, and non-disclosure agreements.
  • Review solicitations (e.g., RFPs, RFQs, RFIs,) to identify risks, recommend mitigation strategies, and ensure compliance with requirements.
  • Oversee daily administrative activities such as establishing payment terms, initiating and monitoring invoicing, tracking funding levels and spending, maintaining accurate and timely contractual documentation, and all other assigned tasks

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in business administration, Government Contracts, or related field
  • 8+ years of experience in government contracting or related industry
  • Strong working knowledge and understanding of Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations (DFAR)
  • Excellent oral and written communication and interpersonal skills
  • Ability to interface, collaborate, and build working relationships with government representatives, internal personnel, contractors, and other stakeholders
  • Experience with administration and management of GSA Schedules.
  • Must have a high degree of integrity and ability exercise discretion and independence
  • Previous experience with different types of contracts to include T&M, Cost-plus, Firm Fixed Price (FFP), Cost-reimbursement, etc.

EDUCATION

Bachelor’s degree in business administration, government contracts or related field

PREFERRED QUALIFICATIONS

  • Active security clearance or ability to obtain
  • Shipley Certifications I.e., Capture Management, Proposal Management, Proposal Development
  • Experience in Defense, Aerospace, Advanced Communications and Manufacturing industry
